The Highland Halls Apartments is comprised of 14 value-add apartment units built in 1938, situated in the highly desired South Hill neighborhood at 1324 West 5th Avenue. Even with difficult market conditions and rising interest rates, Frame and his team at Kidder Mathews were able to generate nine offers on the listing, ultimately choosing to work with a buyer out of Sammamish, Washington.
