Blume Co. Real Estate and VIA Architecture previously floated a high-rise apartment plan at 4525 Ninth Ave. N.E. There was one design review a year ago for a possible 32-story, 330-unit tower to replace a parking lot and some vacant old houses on the north side of Northeast 45 Street. The Blume site is a few blocks west of U District Station, where light rail service will begin this fall.
