Carmel’s 227 First Hill Units Move Closer to MUP

Carmel Partners is planning an eight-story, 227-unit apartment building at 1100 Boylston Ave. on First Hill, which will replace a half-block parking lot. That proposal, by Encore Architects, has now received a SEPA determination of non-significance from the city. That’s an important final step before securing a master use permit.
